Abstract: The study by the authors of the Driver-Vehicle-Road-Environment system (WADS) dialectics allowed to substantiate its evolutionary development into a new, modern socio-economic and environmentally oriented, functional-technological transport and infrastructure system (SEA – FT TIS). With its help, approaches to the formation of modern requirements for the transport infrastructure (TI) of rural municipalities (SMO) are defined. Based on these requirements, the article analyzes the TI of Panfilov SMO.
