Town-Planning Justification for the Need of Methodology and Obsolete Housing Reconstruction Programs Development

Abstract: The paper presents the analysis results of the Donetsk obsolete housing and determines a solving way of current situation. The authors ground the advantages of buildings reconstruction by attic addition, which is especially important in conditions of dense urban development, when it is impossible to construct new buildings in the central areas of large cities built up in the last century. The authors recommend the use of metal constructions forthe attics. It is indicated that the situation with the obsolete housing in Donetsk requires the deployment of programs that will determine the methodology of various reconstruction methods and ensure the legal policy of the state in this issue.
