Abstract: The article presents an overview of the practices of forming a historical urban environment based on the analysis of buildings and cultural heritage complexes. The study focuses on examples of organizing historical centers in the Russian Federation, in particular, the cities of Yevpatoriya and Kazan, as well as foreign analogues – Banska Stiavnica (Slovakia), Newcastle (United Kingdom) and Ubeda (Spain). The work considers key aspects of the protection and development of historical territories, identifies successful strategies and approaches that contribute to the preservation of cultural heritage and sustainable development of urban spaces. The main attention is paid to legislative initiatives, restoration methods, as well as the interaction of local communities with authorities in the process of managing historical territories. The analysis notes the importance of an integrated approach to the protection of the historical environment, including both cultural and socio-economic factors. The results of the study can be useful for practitioners and researchers in the field of urban planning and cultural heritage, as well as for organizing the preservation of the historical environment at the administrative level. The findings of the work highlight the need to integrate historical context into modern urban planning practices to achieve harmonious coexistence of the past and present in the urban environment, which contributes not only to the preservation of cultural identity, but also to the development of tourism and the local economy.
