Innovative Urban Planning Formations (INGSO) – Markers of Intellectualization of a Large City
Abstract: The article defines innovative urban planning entities (IUPN) as a hierarchical innovative structure including technoclusters, technopolises, technoparks, technocenters and technoforms. The article proposes a methodology for studying smart cities based on the following key positions: infrastructure, technological priority, innovative technologies, legislation and government support for innovation, city appearance, IUPN. A number of large and largest innovative cities cited in international rankings have been analyzed: Singapore, Oslo, Zurich, Lausanne, Geneva, Taipei, Copenhagen, Helsinki, Auckland, Bilbao, Dusseldorf, Riyadh, Moscow. The technological priority of an intelligent city is the introduction of artificial intelligence into various areas of activity with the creation of specialized hubs on the border of historical centers, on the outskirts of cities or beyond. As the location of IUPNs moves away from the historical centers of cities, their influence on the urban environment weakens. A successful practice, in addition to the «technopark movement», is the spread of the «campus» and «cluster» movement. The closer to the city center the INGSOs are located, the stronger and more obvious the influence of innovation on the city image.
