Abstract: The study revised and supplemented the classification of historical settlements proposed by the INRECON Institute in the 1990s and consisting of four categories that differ in the value of the historical environment, the territorial ratio of historical and modern buildings, and the population of the cities. Four trajectories of development of historical settlements were also identified: socio-cultural, investment and construction, tourist and recreational, and mixed. The dependence of each of the development trajectories on the category of historical settlement was established. Using the example of the historical cities of Vyborg, Samara, and the rural settlement of Utevka, a comprehensive analysis of the characteristic development trajectories was carried out according to the following algorithm proposed by the authors: city classification, historical and cultural potential, prerequisites for choosing an investment and construction development trajectory, social factor, the effect of the status of a historical settlement, the regulatory framework for development, the results of the chosen trajectory.

Keywords: historical settlements, classification, urban planning protection, historical cultural and urban planning potential.
