Abstract: The article is devoted to solving the problem of urban planning formation of the strategic engineering and transport framework of Donetsk with elements of improving the system of underground and aboveground structures. The main task of the article is to trace and identify existing, promising and inevitable places of natural and anthropogenic obstacles to the movement of traffic flows, as well as to determine optimal solutions (underground or aboveground structures), taking into account the terrain and the employment of territories from the standpoint of practical, design and theoretical plane of architectural activity. In the course of the conducted research, existing, promising and inevitable places of natural and anthropogenic obstacles to the movement of traffic flows in the city of Donetsk were identified and most optimal solutions to the problem were considered. Special attention is paid to the development of underground structures at promising sites.
