Formation of the Educational and Rehabilitation Environment in the Structure of the Higher Educational Institution: the Experience of the Donbas National Academy of Civil Engineering and Architecture

Abstract: The article deals with the problems of forming an educational and rehabilitation environment for people with disabilities in the structure of a higher educational institution. Special attention is paid to the special relevance and social significance of the formation of the educational and rehabilitation environment in the structure of industrial higher educational institutions of industrial cities in the Donetsk region, which are characterized by a «traditionally» high percentage of disabled people and physically weakened people in the general composition of the population. The author provides a brief analytical review of the experience of some foreign and domestic institutions of higher education regarding the specific needs of certain categories of students, as well as the teaching staff, characterized by the presence of a disease and disability or general weakening of the body. From the urban planning, functional planning, engineering and technical and, directly, ergonomic points of view, the experience of forming an educational and rehabilitation environment in the structure of the Donbas National Academy of Construction and Architecture is considered, which is one of the leading industrial universities in the territory of the Donetsk region. Data on the history of the formation and current status of certain functional divisions of the Academy are given, which can be considered as the main structural components of its educational and rehabilitation environment. The effectiveness of the use of these units and their individual elements in the provision of conditions for the unhindered education and rehabilitation of young people with certain violations in the state of health is analyzed. Based on the results of the studies performed, it is concluded that it is necessary to develop appropriate scientific and practical recommendations and guidelines for the purposeful formation of an educational and rehabilitation environment in the structure of industrial higher education institutions in industrial cities, which for the most part are characterized by relatively high rates of disability and general physical weakness of the population.
